Cadet and Junior Leader of the Semester and Year Boards

General: The Cadet and Junior Leader of the Semester Program is an incentive program designed to both motivate and recognize less experienced cadets. This program is managed by the Cadet Brigade Commander and the senior ranking enlisted member in the Brigade (Cadet Command Sergeant Major, Cadet Command Master Chief, or Cadet Command Chief Master Sergeant). Candidates are selected by their individual school to compete in this program. Individuals meeting the board(s) are selected by their units in accordance with Unit prescribed policies and procedures. It should be noted that it is not the intent of this LOI to dictate how candidates are selected by each unit; however, candidates who are selected and do not meet minimum Brigade criteria will be ineligible for selection as the freshman or sophomore Cadet of the Semester. Candidates participate in an interview board process. In this interview cadets will be evaluated in the areas of grooming/personal appearance and uniform wear as well as being evaluated on general JROTC knowledge, bearing/military courtesy, and by the way each represents themselves (articulate and confident). The board consists of the Cadet Battalion/Air Wing Commanders, Cadet Command Sergeants Major, Cadet Command Master Chiefs, and Cadet Command Chief Master Sergeant with two representatives each representing the Army, the Navy, and the Air Force. The president of the Cadet Board will be the Cadet Brigade Commander (or designated representative) and the President of the Junior Leader Board will be the senior ranking enlisted member in the Brigade (or designated representative).
Brigade Criteria:
-While candidates are not required to meet grooming standards of the parent service, they will be graded with scores adjusted by how closely they meet these standards.
-Candidates will be evaluated on proper wear, fit, and maintenance of their uniform. Required uniform is the Army Class A or Navy/Air Force equivalent.
-They will be evaluated on proper wear of jewelry, i.e., bracelets, rings, watches, and # and types of earrings for females (not authorized for males), as well as any other visible piercings.
-Cadet Board candidates must be true freshmen who were in middle school the previous year and Junior Leader Board candidates must be true sophomores who are in their second year of JROTC. A candidate can only appear before the Semester board one time per year.
-There are no minimum or maximum ranks stipulated. Quite simply have your best qualified candidates meet the board(s).
-The Cadet and Junior Leader of the Year will be selected from between the two semester winners in each category. If any semester winner is unable to compete for any reason, replacements will be selected as follows: Second, third, fourth, or fifth place finishers (selected in order of finish) from the semester(s) the winner is unable to compete will be notified by the Brigade of his/her eligibility to compete on the yearly board. For example; if a semester winner is unable to compete the second place finisher of that semester will be notified. If that second place finisher is also unable to compete it drops to the third place finisher from that semester and this continues through that semester’s fifth place finisher. If none of these individuals is able to compete we have an automatic winner of the year from the other semester.
Selection Procedure:
-The procedures (or system) used to select the Silver State Brigade Freshman Cadet and Sophomore Cadet of the Semester is as follows:
-Each Cadet Battalion/Air Wing Commander and Cadet Battalion/Air Wing Command Sergeant Major, Cadet Command Master Chief, and Cadet Command Chief Master Sergeant using a Battalion/Air Wing specific selection process, identifies a candidate in each category to represent their school at the Silver State Brigade Freshman and Sophomore Cadet of the Semester Board.
-The Cadet Brigade Commander and Cadet Command Sergeant Major, Cadet Command Master Chief, or Cadet Command Chief Master Sergeant will schedule, announce, and preside as president over the Silver State Brigade Freshman and/or Sophomore of the Semester Board.
-Each Battalion/Air Wing representative will appear before the appropriate selection board following the below listed protocols.
-Wait outside the door of the room where the board is being held. When informed the board is ready knock on the door, wait to be directed to enter, and then enter.
-After entering, using proper facing movements and the most direct route, approach the board president and halt approximately three steps in front of where he/she is standing. Salute and report, “Sir (or Ma’am), Cadet/(your rank, name, & school) Reporting for the Freshman (or Sophomore) of the Semester Board.
-Wait until the president of the board returns your salute to drop your salute. At that time you will be inspected by the board members and execute facing movements as directed by the board president. After the inspection you will be directed to sit. You should sit at attention unless directed otherwise.
-Once seated, the board president will introduce him/herself and the other board members at which time questioning will begin. The board members ask prepared questions. Some may be on personal background information. Other questions include general JROTC knowledge as well as situational scenarios where you will be evaluated on your ability to make decisions as well as use of problem solving techniques. The District Operations and Training Officer will write new questions for each board and issue one question to each voting member of the board just prior to the start of the board. A question will be used only once every five years.
-Upon completion of the board the candidate will be told they may leave; however, they must remain in the JROTC area for announcement of the winner(s). The candidate will rise, salute the board president, and upon the president’s return of their salute exit the room in a professional manner (proper facing movements and most direct route).
-First semester winners are required to be present at the second semester boards (prior to the conclusion of these boards) in order to be interviewed by the boards so the yearly winner(s) can be selected and announced. These yearly boards will be held immediately after the second semester boards are concluded and winners announced. The brigade criteria and selection procedures for the yearly boards are the same as for the semester boards.
Inclement Weather: In the event the weather or any other unforeseen circumstances arise where the boards cannot be held, the Cadet Brigade Commander and Cadet Command Sergeant Major, Command Master Chief, or Command Chief Master Sergeant will notify the senior JROTC leadership of each school. The DAI Office will review the master calendar and reschedule the boards.
