GEMS

What is the GEMS Clustering Model?

The GEMS program (Gifted Education Model for Schools) is a cluster-based approach to gifted education used at both the elementary and middle school levels in Washoe County School District. It allows GATE-identified students to receive daily challenge and differentiated instruction within their regular school setting, without needing to apply to or attend a different program.

In the GEMS model, GATE-identified students are intentionally grouped together in classrooms with teachers who have training in gifted education. These classrooms may also include general education and high-achieving students, fostering a rich and diverse learning environment.

  • At the elementary level, GATE students are placed together in the same classroom.

  • At the middle school level, students are grouped on the same interdisciplinary team, sharing core teachers across subjects.

Teachers in GEMS classrooms:

  • Are GATE-endorsed

  • Use daily differentiation in content, process, and products

  • Integrate depth, complexity, novelty, and curiosity into lessons

  • Create learning environments that support independence, creativity, and academic risk-taking

GEMS supports gifted learners by offering advanced instruction, embedded gifted strategies, and consistent peer interaction, all while keeping students connected to their zoned school community.

Where is GEMS Offered?

The GEMS model is currently offered at a limited number of schools in Washoe County:

  • Incline Elementary School
  • Drake Elementary School
  • Billinghurst Middle School
  • Depoali Middle School
  • Marce Herz Middle School

If your child is identified as GATE and attends one of these schools, they would be placed in a GEMS classroom instead of receiving itinerant services.

What Makes GEMS Unique?

Unlike pull-out or application-based models, GEMS allows students to receive gifted services within the regular school day and within their zoned school. Students are not removed from their classmates or general education activities. Instead, gifted learning is built into their daily instruction.

The GEMS model:

  • Provides daily access to gifted-level instruction
  • Maintains peer relationships with both GATE and general education students
  • Encourages collaboration between classroom teachers and GATE specialists
  • Keeps students fully engaged in electives, school events, and campus life

Participation Requirements

To participate in the GEMS model:

  • Be identified as GATE by the WCSD GATE Department: Identification page
  • An opt-in form must be completed before services can begin
    (this form only needs to be submitted once for district GATE participation)
  • The student is attending one of the GEMS-designated schools

Enrollment

Once a student is formally identified as GATE and the opt-in form has been submitted, services automatically start based on the student’s grade level and the time of year:

  • If identified prior to 3rd grade, services automatically start at the beginning of 3rd grade, as that is the earliest eligible grade for GATE services.
  • If identified within the school year of 3rd grade or later, placement within a GEMS classroom or team is determined by the school site and may vary year to year based on enrollment and staffing.
