WCSD 21st Century Community Learning Centers (21st CCLC)

Grant Background

The purpose of 21st Century Community Learning Center program is to establish or expand community-learning centers that provide out of school academic enrichment opportunities along with activities designed to complement the students’ regular academic program. 21st Century

Community learning centers must also offer families of these students' literacy and related educational development. Centers provide a range of high-quality services to support student learning and development, including tutoring and mentoring, homework help, academic enrichment (such as hands-on science or technology programs), and community service opportunities, as well as music, arts, sports, and cultural activities. At the same time, centers help working parents by providing a safe environment for students during non-school hours or periods when school is not in session.

Eligibility

Students are targeted for the 21st CCLC/TEAM UP Program based on a variety of data points, including State Assessments (SBAC and previous CRT scores), MAP, DRA, i-Ready, grade level common assessments, student grades (reading/math), teacher referrals, counselor referrals, site administration referrals, school attendance, and student risk indicators. Each school uses the MTSS process which screens students both academically and behaviorally and refers students to the program as an additional layer of intervention.

Funding Authority

The Nita M. Lowey 21st Century Community Learning Centers Program operates under program authority: Title IV, Part B of the ESEA, as amended by the Every Student Succeeds Act (ESSA)(20 U.S.C. 7171-7176). Authorizing Legislation (see pages 233 through 244 of the legislation).

The ESSA was signed by President Obama on December 10, 2015, and represents good news for our nation’s schools. This bipartisan measure reauthorizes the 50-year-old Elementary and Secondary Education Act (ESEA), the nation’s national education law and longstanding commitment to equal opportunity for all students. Competitive Priority

WCSD is submitting a 21st CCLC grant to the Nevada Department of Education on June 19th, 2026.  If funded, this grant will provide an academic/enrichment program at Allen, Mitchell, Warner Elementary Schools and Traner , Vaughn Middle Schools.
