    The Board of Trustees is committed to ensuring fair, equitable and consistent employment practices in the Washoe County School District. Fairness is essential to recruit highly-qualified employees and create an engaged, high performing workforce. Accordingly, the District is dedicated to ensure that employment practices do not create barriers to advancement, recognition, and retention. Having fair, equitable and consistent employment practices will enhance our ability to achieve and maintain an effective workforce. Through this policy and any associated governing documents, to include the collective bargaining agreements and employee handbooks, staff shall be acquainted with the District’s employment policies, benefits and other general information.

    The Board of Trustees is committed to the recruitment and selection of highly skilled individuals through equitable and consistent procedures. The District shall develop and execute recruitment and selection strategies that ensure an adequate pipeline of appropriately skilled candidates is available to fill existing and future vacancies. Through this policy and any associated documents, the Chief Human Resources Officer shall establish the necessary criteria and procedures for the recruitment and selection of employees.

Through this policy, the intent of the Nevada Legislature in defining the role of the school counselor shall be documented.

    The Board of Trustees understands that employee separation from service with the Washoe County School District is inevitable. Whether that separation is through retirement, resignation, dismissal or reduction in force, it is the Board’s intention that all individuals will be treated with value and respect during the separation process. Through this policy, the associated Administrative Regulations, the Collective Bargaining Agreements, and Nevada Revised Statutes, the separation of service will be described in detail.

Alcohol abuse and drug use pose a significant threat to the mission and goals of the District. A drug-free workplace program has been established that balances the District’s respect for individuals with the need to maintain an alcohol and drug-free environment.

    In order to recruit, hire, develop and retain dedicated, high-performing personnel the Board of Trustees believes in a fair performance system that promotes opportunities for employees based on performance standards. The Board believes that teacher and school level administrator effectiveness is highly correlated to student achievement. The District’s enhanced compensation program’s primary focus is the improvement in the academic achievement of students, especially our District’s most at-risk students.

    The Board of Trustees (“Board”) supports the constitutionally guaranteed right to freedom of speech and freedom of expression for all members of the Washoe County School District (“District” or WCSD”) community. As schools are a natural venue for a wide variety of expression, the District seeks to strike a balance between encouraging and promoting individual expression and ensuring such activities do not interfere with the District’s educational mission or the rights of others. This policy, and any associated documents, addresses those ideals by creating guidelines related to the rights and responsibilities of District staff.

    The Board of Trustees (“Board”) is committed to the protection of students in the care of the Washoe County School District (“District” or “WCSD”) and is committed to the ideal that only individuals of good character shall be employed by, serve as representatives of or volunteers for the District. Good character refers to acts and/or conduct that would cause a person to have confidence in an individual's honesty, fairness and respect for the rights of others. The Board seeks to ensure that appropriate and clear procedures are established mandating background checks and fingerprinting of individuals who regularly spend time with students, as well as mandatory reporting protocols related to child abuse and/or neglect. This policy applies to all employees whether full-time, part-time, or temporary as well as individuals who serve as volunteers or other representatives of the District.

    The Board of Trustees acknowledges that effective professional learning is embedded in a culture committed to continuous improvement and informed by data and research on student and educator learning. The nationally recognized Standards for Professional Learning shall serve as the framework for comprehensive District wide professional learning. These standards include a commitment to learning communities, shared leadership, resources, data, learning designs, implementation and outcomes. This policy, and any associated regulations and procedures, shall establish and implement the guidelines related to professional learning within the Washoe County School District.
