    Policy 7088, Performance Based Contracting

    The Board of Trustees believes it is vital the District seek alternative methods for financing certain capital and facilities management projects. Performance based contracting is a financial alternative to augment the financing of certain capital projects. It is designed to utilize a qualified service company to provide design, financing, and installation of operating cost-savings projects related to energy, water, and the disposal of waste. The projects are typically funded by the guaranteed savings produced by the projects over a set period of time. NRS 332.360(6) requires that the District would enter into a contract with a third-party consultant to verify the cost savings that would be utilized in financing the projects. This policy shall set forth the process for evaluating whether work to be performed on a building will be performed pursuant to a performance based contract.

    The Board of Trustees is committed to providing a quality physical learning environment for all students that is safe, warm and dry. The community’s investment in these capital assets must be protected, maintained and revitalized in a manner that enhances educational programs for all students. A well-managed capital projects and facilities management program ensures the safety of all students, faculty/staff, and the community; and supports quality physical facilities, both existing and new, that are required to provide, support and enhance the District’s educational programs. All physical facilities that house and support the educational programs of the District must be continuously maintained, regularly revitalized and constructed using current best practices and methods that promote continuous improvement of student learning.

Such capacity management ensures the efficient use of facilities and demonstrates the Board’s sound stewardship of the public’s significant financial investment in these facilities. Through this policy, and any associated governing documents, procedures related to school attendance zones and zone variances within the Washoe County School District (“District”) shall be established.

    The Board of Trustees (“Board”) encourages community use of school buildings and facilities and grounds for educational, recreational, civic and cultural activities. Such use shall be permitted so long as it does not conflict with the school’s use of the school buildings and/or grounds for school purposes and activities, with state and federal laws, local ordinances, or with the proper care and maintenance of school buildings and facilities. This policy, and any associated governing documents, shall establish the guidelines to be followed related to community use of school facilities in the Washoe County School District (“District”).

    Policy 7200, 21st Century and Digital Learning

    The Board of Trustees (“Board”) believes that all students, faculty, and staff should have regular opportunities to engage in learning activities that build the 21st Century competencies, technology skills, digital citizenship, and digital literacy skills required to thrive in a globally interconnected world. Learner-centered use of technologies such as mobile devices, smartphones, Internet access, collaboration and productivity tools, and online educational services provide learners with opportunities to learn and experience the world in ways not possible without technology. To be successful in careers and college, learners (students and educators) require learning environments that develop 21st Century competencies and regular access to technology, which shall be integrated into 21st Century instruction as a resource for learning. 1:1 (one-to-one) programs are the most educationally appropriate and efficient environments for 21st Century Learning. Through this policy, and any associated regulations and procedures, the Washoe County School District (“District”) expresses its commitment to supporting innovative, learner-centered 21st Century environments and 1:1 programs, and to protecting students from harmful and obscene content.

    It is the intent of the Board of Trustees to ensure the security of all elements of the Washoe County School District’s computer systems, related technology, and electronic information; to delineate appropriate uses for all users of the District’s computer systems; to promote academic success through the use of computer systems, related technology, and electronic information in a safe environment; and to ensure compliance with relevant state and federal law. The Board of Trustees believes that the security and confidentiality of student and employee records are matters of concern to the Board of Trustees, all District employees, and all other persons who have access to District records. Each individual who has access to confidential information is expected to adhere to the District’s procedures and protocols. This policy shall clarify responsibilities in these areas.

    The Board of Trustees recognizes that the aim of risk management is not to eliminate risk totally, but rather to provide the structural means to identify, prioritize and manage the risks involved in all District activities. It requires a balance between the cost of managing and treating risks, and the anticipated benefits that will be derived. This policy seeks to address unanticipated and unintended losses to human resources, financial assets, and property without unnecessarily limiting the activities that advance the District’s missions and goals.

    The Board of Trustees (“Board”) is committed to the implementation of effective, comprehensive, and sustainable initiatives and programs. All Washoe County School District (“District”) schools and other facilities shall implement programs and practices which are not harmful to or which limit the depletion of natural resources, create a culture that accepts fiscal responsibility for these goals, enhance building/facility performance, and foster a sense of citizenship in students by encouraging a focus on conservation and sustainability. Such programs are designed to achieve and maintain levels of conservation which protect human health and safety, prevent injury to plant and animal life, prevent damage to property, and preserve the visibility, scenic, and esthetic values of the community. A program of environmental consciousness is vital to the overall health and safety of students, faculty/staff, and visitors to the District’s properties.

    The Board of Trustees is committed to establishing a safe, responsive and accountable system of student transportation, in partnership with parents/guardians and students. This policy shall delineate the services provided by the Washoe County School District (“District”) and provide guidance to students and their families regarding their obligations as safe riders of school transportation. Through this policy and any associated administrative regulations, the practices of the District shall be established and communicated to staff, students and the community.

The District will procure and maintain vehicles of all types, within contract and feasibility guidelines, essential for employee transportation needs in the performance of District business.

    The Board of Trustees (“Board”) supports a Nutrition Services program that is designed to provide a nutritious and reasonably priced meal to all students in the Washoe County School District (“District” or “WCSD”), and to contribute to a better understanding of good nutrition and to foster good eating habits. Through this policy, and any associated documents, the District’s school nutrition services program shall be established, implemented, and maintained.

    The Board of Trustees (“Board”) is committed to ensuring the safety and security of schools and other facilities and their occupants, to include students, faculty and staff, parents/guardians, and volunteers. To that end, the Washoe County School District (“District”) shall establish, implement and maintain an organized plan to deal with any crisis or emergency that may arise at a school, facility, or sponsored event/activity. The ability to respond quickly and efficiently is critical to ensuring the safety of students, faculty and staff, and other visitors to District properties and events. This policy defines and describes the Board’s intention with regard to emergency planning, management and procedures; and ensures compliance with state and federal laws and regulations.
