    The Board of Trustees encourages students, parents/guardians, and faculty and staff to be fully informed about their rights and responsibilities related to student records. In order to provide students with appropriate instruction and education services, it is necessary to maintain extensive and sometimes personal information about students and their families. The Washoe County School District (“District”) shall employ safeguards related to access, maintenance, and confidentiality of student information and records.

    The Board of Trustees (“Board”) recognizes the profound effect that academic placement, promotion, acceleration, and retention decisions have on students and their families. The administrators, faculty, and other staff of the Washoe County School District (“District”) shall work in partnership with parents/guardians, and the community at large, to provide students with the knowledge, skills, and attitudes required for graduation from high school prepared for college, highly-skilled careers, or military service. At all stages along the pathway to graduation, parents/guardians must be well informed about the progress of their student(s) so that they may guide their student(s) in making appropriate choices. This policy, and any accompanying documents, establishes the basic structure regarding procedures related to the placement, promotion, acceleration, and retention of students.

    The Board of Trustees believes that in order for all students to benefit from educational opportunities, all students need to be healthy, both physically and mentally. The Board of Trustees recognizes that parents and schools share responsibility for each student’s health and welfare and recognize parents’ rights in this area. The schools will provide a safe physical environment; provide reasonable accommodations, where necessary; promote student wellness and health; and provide nursing and counseling services for all students while maintaining strict confidentiality standards. For those families who need basic support, counselors, school nurses, teachers, administrators and/or family advocates will assist the parents and/or guardians in making necessary contacts to secure appropriate services.

    The Board of Trustees (“Board”) supports the constitutionally guaranteed right to freedom of speech, freedom of expression, and the right to assemble for all members of the Washoe County School District (“District” or WCSD”) community. As schools are a natural venue for a wide variety of expression, the District seeks to strike a balance between encouraging and promoting individual expression by students, to include student publications, and ensuring such activities do not interfere with the District’s educational mission or the rights of others. This policy, and any accompanying documents, addresses those ideals by creating guidelines related to student rights and responsibilities.

    The Board of Trustees (“Board”) recognizes that while most students abstain from alcohol, tobacco and drug use, student use of these substances and the associated problems, remain a concern. The Washoe County School District (“District”) is committed to providing a program of alcohol, tobacco and substance use prevention and intervention to students that seeks to provide a school environment free from the influence of those substances. The use of alcohol, tobacco and controlled substances can be detrimental to student fulfillment and maintenance of high academic standards. Such behavior can impact a student’s social and emotional growth, lead to poor student performance and can adversely affect school morale. This policy and any associated governing documents shall establish the goals of the District in the prevention and intervention of student use of alcohol, tobacco, and controlled substances.

Since students are directly affected by educational reforms, Board policies, and District practices, perspectives from students provide significant insight into decisions made by the Board and Superintendent. Fostering effective learning conditions is dependent upon the ongoing consultation of students, the structured solicitation of students’ perspectives, and the access students have to communicate their needs to District leadership and school administration. Students should be seen as decision-making partners in improvement efforts and are central to any school reform processes in the Washoe County School District (“District”).

In order to encourage student participation in athletics, the Board adopts this policy to recognize athletics not sanctioned by the Nevada Interscholastic Activities Association (NIAA) but recognized by the District.

Such programs can constitute an integral component of the educational program, providing students with an opportunity to promote physical well-being, enhance self-confidence, build school spirit, and promote a positive school climate while learning values such as teamwork and sportsmanship. Athletic programs shall be designed to meet students' interests and abilities and be varied in scope to attract wide participation.

The Washoe County School District (“District”) shall partner with staff, coaches, and the community to ensure student-athletes follow appropriate safety protocols, to include those related to concussion/head injury, cardiac care, and heat acclimatization.     The Board of Trustees (“Board”) believes that a learning environment that is safe and respectful is essential for students to achieve success. The Washoe County School District (“District”) is committed to providing students a learning environment that is free from bullying, cyber-bullying, harassment, sexual harassment, discrimination, intimidation, violence, and violent behavior. This policy and the associated governing documents establish the procedures necessary to create a safe and respectful learning environment, to promptly investigate accusations of bullying and other behaviors, to implement remedies and interventions for all who are involved, and to provide training to staff and students of the prevention and remediation of such behaviors.
