    The Board of Trustees (“Board”) seeks to ensure disruption to student instructional time is minimized, while optimally utilizing the limited resources of the Washoe County School District (“District”). Although the District desires to collaborate with the community to encourage opportunities for participation by youth in activities and events, the Board recognizes the increased availability in communication methods, particularly through social media, for such businesses, entities, organizations, and others to communicate such opportunities. This policy seeks to describe the Board’s intention to limit the distribution and/or display of information and/or materials to students and/or staff by external organizations.

    The Board of Trustees (“Board”), which acts as an agent of the people of Washoe County, recognizes the need of a planned, systematic and effective two-way process of communication with all employees, parents/guardians, students and the community. In discharging this obligation, all techniques and media shall be selectively utilized to communicate information relating to the plans, programs, challenges and operations of the Washoe County School District (“District”). In addition, plans shall be implemented to actively engage the District’s internal and external audiences, and whenever appropriate, to involve them in the decision-making process and to seek their input.

    Policy 1310, Political Activity in Schools

    The Board of Trustees is dedicated to civic engagement and strongly supports individual and community participation in the political process. This includes educating our students as well as policy makers and participating in the public dialogue on policy issues where appropriate. However, no student or other person shall be subjected to partisan political activities on District property or at District-sponsored events. No District modes of communication shall be utilized by or on behalf of political candidates, political organizations, District employees, students, contractors, volunteers or visitors.

    Policy 1321, Participation by School Groups in Public Events

    The Board of Trustees (“Board”) values the partnership and collaboration that exists between of the Washoe County School District (“District”) and the families and community it serves. Participation by students and student groups in public events is encouraged to enhance that relationship provided that there is no conflict that would be harmful to the normal educational routine. Students gain valuable experience when they share their talents and skills with the community, in public performances and activities outside of the school setting.

    The Board of Trustees (“Board”) welcomes and encourages visits by parents/guardians and other members of the community to its schools, classrooms, and events, recognizing the benefit of these partnerships to the academic success of students. At the same time, the Washoe County School District (“District” or “WCSD”) seeks to avoid disruption to the educational process, protect the safety and welfare of students and staff, and to protect the District’s facilities and equipment from misuse or vandalism. This policy seeks to achieve a balance between the potential benefits and risks associated with the presence of visitors at District properties and events.

    The Board of Trustees (“Board”) welcomes constructive criticism of the Washoe County School District (“District” or “WCSD”) intended to improve the quality of the educational program and related services by encouraging parent/guardian and citizen participation while protecting the rights of District employee(s). The Board recognizes that parents/guardians have the right and the responsibility to represent their children, and that other citizens have an interest in commenting on public education and the operation of the District. This policy and the associated governing documents establishes the procedures for members of the public to express and resolve concerns and/or complaints with the services of the District.
